Administrative Review & Risk Management Division
Safe Prisons/PREA Management Office
The primary focus of the Safe Prisons/Prison Rape Elimination Act (PREA) Program is to provide administrative oversight for the Safe Prisons/PREA Program. The agency has a zero-tolerance policy toward all forms of sexual abuse and sexual harassment. The Safe Prisons/PREA Management Office (SPPMO) provides technical support regarding in-prison sexual abuse policy to unit and executive administrative staff. Operationally, the SPPMO maintains a database of reported allegations of inmate-on-inmate and staff-on-inmate sexual abuse to analyze and evaluate trends in time, locations, and patterns.
The SPPMO has developed various strategies to educate inmates and correctional staff concerning the importance of preventing, detecting, and reporting sexual abuse, sexual harassment, extortion, and inmate physical abuse. One strategy is the process of educating inmates, through the TDCJ Peer Education Program regarding sexual abuse awareness. The SPPMO provides training, technical assistance, and support to unit level Safe Prisons/PREA Managers, as well as unit and departmental staff who process information regarding inmate victims and predators. Additionally, the SPPMO networks with community organizations to provide inmate victims of sexual abuse with emotional support services.
