Texas Department of Criminal Justice Assumes Operations of Seven Privately Run Facilities

The Texas Department of Criminal Justice (TDCJ) transitioned seven privately operated correctional and treatment facilities to state management, effective September 1. The facilities that made the transition were:

  • Billy Moore Correctional Center
  • Bradshaw State Jail
  • Bridgeport Correctional Center
  • Coleman Unit
  • Kyle Correctional Center
  • Lindsey State Jail
  • Willacy State Jail

The Texas Legislature provided funding during the 89th session in 2025 for TDCJ to assume operations of the state-owned facilities formerly managed by Management and Training Corporation (MTC).

"This is a significant step toward a more unified and efficient correctional system for the State of Texas," TDCJ Executive Director Bobby Lumpkin said. "By bringing these facilities under state control, we can better align operations with our agency-wide standards and priorities.”
