Business Continuity and Operations (BCO)

Business Continuity and Operations (BCO) works to define, identify, implement, monitor, and measure all phases and aspects of risk identification, assessment, and mitigation measures as well as Business Continuity planning and operations support within the TDCJ ITD to ensure a timely return to and facilitation of normal business operations.


Business Services (BS)

Business Services (BS) promotes fiscally sound business practices and decision-making, supports the division’s compliance with prescribed strategic planning and reporting requirements, and ensures divisional and agency IT-related property is accurately recorded and tracked.


Data Management Office (DMO)

Director of DMO and Technology Strategy

The Data Management Office (DMO) supports the Texas Department of Criminal Justice (TDCJ) in its strategic operations by transforming data governance into public safety intelligence. Data governance ensures compliance with state and federal security and privacy regulations, facilitating the communication, management, and updating of policies in line with evolving legislation and best practices. Reliable public safety intelligence depends on careful ingestion and validation of original data sources, as well as data cleansing and profiling. This process transforms transactional data into high-quality datasets and products. All data is classified according to its source, with governance systems in place to maintain security and privacy across the organization. The DMO collaborates on data management and best practices with the agency's Information Security Officer, Records Management Officer, and the State Library and Archives Commission.

Additionally, the Chief Data Officer oversees the TDCJ Enterprise Architecture, AI Solutions, and Network teams. This unique role ensures the consistent delivery of data products throughout the agency and fosters a unified approach to data quality, transformation, and record consolidation.


Enterprise Applications (EA)

Enterprise Applications (EA) is responsible for the development, enhancement, upgrade, and support of all major applications that support the key activities and objectives of the Texas Department of Criminal Justice. These include receiving and management of inmates in our facilities to post-incarceration inmates that depart our agency at the end of their sentence or on parole, and all processes and activities in between. EA also supports the business aspect of our agency by providing information systems for our financial operations as well as our human resources and personnel management applications.


Information Systems Management (ISM)

Information Systems Management (ISM) supports and administers approximately 250 servers. These servers are housed in multiple locations to include local, private, and public cloud data centers. ISM is also responsible for the agency’s Microsoft Active Directory and identity management infrastructure. ISM provides support for agency cloud systems which includes Microsoft Office 365, SharePoint, Teams, and OneDrive. In addition, our network group is responsible for monitoring and troubleshooting agency network infrastructure at approximately 230 sites across Texas.


Infrastructure and Customer Support (ICS)

Infrastructure and Customer Support (ICS) administers inmate technology services, maintains the vital network-telecommunication infrastructure and video surveillance systems at approximately 230 sites across Texas. These groups provide remote end user support and field support for technology infrastructure throughout the TDCJ and to external partners and customers.


Office of the Chief Information Security Officer (OCISO)

The Office of the Chief Information Security Officer (OCISO) is responsible for implementing the development of agency wide information security strategies such as the development, implementation, and management of an Information Resource Security Program for the entire agency, as well as providing Cyber Security, risk assessments, and system security throughout the System Development Life Cycle (SDLC).


Project Management Office (PMO)

The Project Management Office (PMO) delivers high quality technology solutions on time and on budget, and provides effective business strategy assessments and solutions, using industry standards, repeatable processes, and tools in the areas of project management, business analysis, and systems analysis. Staff in the Project Management Office work closely with ITD’s technical experts and the user community’s business experts to design and develop, or procure, and implement automated information systems and perform strategic business assessments that enable successful achievement of agency strategic business goals.
