PD-03, Employee ID Cards

Purpose: To establish procedures for the issue, control, maintenance, replacement and turn-in of employee ID cards within the TDCJ. (Rev. 7, 06/01/2019-Employment)


PD-04, Data Use and Non-Disclosure Agreement

Purpose: To ensure that all TDCJ employees, contract employees, consultants, vendors, interns, volunteers, and other individuals are informed in writing about the agency's policies on the use of information resources and confidentiality of information and agree to abide by such policies. PD-07, Employee Exit Survey and Interview

Purpose: To provide procedures for the administration of exit surveys and interviews for employees who are voluntarily separating from employment, in order to assist the TDCJ in identifying methods to improve employee retention. (Rev. 5, 02/01/2021-Field Operations)


PD-10, Workforce Diversity

PD-12, Equal Employment Opportunity

Purpose: To affirm the continuing commitment of the TDCJ to provide equal employment opportunities to all qualified applicants and employees without regard to race, color, religion, sex, national origin, age, disability or genetic information. (Rev. 11, 07/01/2020-Employee Relations)


PD-13, Sexual Harassment and Discourteous Conduct of a Sexual Nature

Purpose: To provide guidelines for the maintenance of a work environment within the TDCJ that is free of sexual harassment and discourteous conduct of a sexual nature, and to provide procedures for the reporting of such conduct so that prompt remedial action can occur. PD-14, Americans with Disabilities Act and Employment of Persons with a Disability

Purpose: To provide guidelines for the maintenance of a drug-free workplace within the TDCJ.

PD-22, General Rules of Conduct and Disciplinary Action Guidelines for Employees

Purpose: To establish guidelines for administration of the TDCJ employee disciplinary system.

PD-23, Employee Political Activity and Participation in Labor Organizations

Purpose: To ensure that employees are aware of state legislative mandates regarding political aid and legislative influence and to inform employees of the TDCJ's policy regarding employee political activity in the workplace and participation in labor organizations.

PD-24, Administrative Separation

PD-25, Reduction-in-Force Procedures

Purpose: To establish procedures for the reduction of personnel within the TDCJ as required by budgetary constraint or agency reorganization. (Rev. 7, 09/01/2018-Employment)


PD-26, Nepotism

Purpose: To establish a nepotism policy for the TDCJ. (Rev. 7, 03/01/2020-Employment)


PD-27, Employment Status Pending Resolution of Criminal Charges or Protective Orders

Purpose: To establish procedures for the reporting of an employee's outstanding warrant, arrest, criminal charge, and certain protective orders when the employee is named as the respondent; to establish procedures for determining such an employee's employment status. PD-28, Dress and Grooming Standards

Purpose: To prescribe acceptable standards regarding dress and grooming for employees of the TDCJ. (Rev. 7, 08/19/2022-Employee Relations)


PD-29, Sexual Misconduct with Inmates

Purpose: To provide guidelines for the maintenance of a work environment within the TDCJ that is free of sexual misconduct with inmates, and to provide procedures for the reporting of such misconduct. (Rev. 6, 09/01/2021-Employee Relations)


PD-30, Employee Grievance Procedures

Purpose: To prescribe procedures governing the TDCJ employee grievance process.

PD-31, Discrimination in the Workplace

Purpose: To establish uniform procedures for reporting discrimination in the workplace based on race, sex, color, national origin, religion, age, disability or genetic information. (Rev. 9, 09/01/2021-Employee Relations)


PD-32, Whistleblower Act

Purpose: To ensure that employees are aware of their rights under the Texas Whistleblower Act and to affirm the continuing commitment of the TDCJ to protect any employee who in good faith reports any violation of law by the agency or by another public employee to an appropriate law enforcement authority. PD-33, Trainee Management

Purpose: Provides specific uniform procedures for the management of trainees attending the Correctional Institutions Division's Pre-Service Training Academy (PSTA), the Parole Division's Parole Officer Entry Level Training Academy (POTA) or the Office of Inspector General Training Academy (OIGTA). PD-35, Independent Dismissal Mediation and Dispute Resolution

Purpose: To provide employees an opportunity to appeal a dismissal recommendation through an independent dismissal mediation process and an opportunity to resolve non-dismissal employment-related disputes with coworkers through an internal dispute resolution process.

PD-37, Employee Commercial Drivers' Physical Examination and Alcohol/Drug Testing Program

Purpose: To adhere to the Federal Highway Administration regulations and to ensure the safety of commercial drivers employed by the TDCJ, other agency employees, and the general public through the implementation of a comprehensive Commercial Drivers' Physical Examination and Alcohol/Drug Testing Program. PD-42, Line of Duty Deaths

PD-61, Household Goods Move

PD-76, Employment and Reemployment of Members of the Uniformed Services

PD-80, Outside Employment (PDF)

Purpose: To establish guidelines for employees of the TDCJ relating to outside employment.

For the purposes of approval, if an employee of the TDCJ is requesting approval to work at the Windham School District (WSD) while employed with the TDCJ, the approval process in PD-81, "Multiple Employments with the State" should be followed.


PD-81, Multiple Employments with the State (PDF)

Purpose: To establish guidelines for employees of the TDCJ relating to multiple employments with the state. (Rev. 8, 06/01/2019-Employment)

For the purposes of approval, if an employee of the TDCJ is requesting approval to work at the Windham School District (WSD) while employed with the TDCJ, the approval process in PD-81, "Multiple Employments with the State" should be followed.


PD-84, Reemployment and Selection of Retirees (PDF)

Purpose: To provide uniform guidelines for the reemployment of individuals who retired from state employment through the Employees Retirement System of Texas (ERS). (Rev. 7, 04/08/2022-Employment)
