Employee Relations Labor Relations
Labor Relations is responsible for the administration of the agency's policies concerning:
TDCJ has implemented an Alcohol and Drug Testing Program that is managed by the Agency's Substance Control Officer. This program includes pre-employment/pre-assignment drug testing, reasonable suspicion alcohol/drug testing, return to duty alcohol/drug testing and follow-up alcohol/drug testing. As a condition of employment, all new employees will be required to submit to a pre-employment drug test, prior to being hired by the Agency.
The Agency's commitment to a Drug Free Workplace is detailed in PD-17. The policy for the Commercial Driver's Alcohol/Drug Testing Program is provided in PD-37. Agency Policy is also available on Info-Pac or from Unit/Departmental Human Resources Representatives.

TDCJ commits to the perpetuation of non-discriminatory employment practices for qualified applicants and employees with disabilities. The policy of the Agency is to administer employee discipline in a consistent and fair manner. The Agency has established a progressive discipline system designed to correct behavior or improve performance.
Agency procedures specific to the Discipline Process are provided in PD-22. Agency Policy is also available on Info-Pac or from Unit/Departmental Human Resources Representatives.
Newly hired employees receive a PD-22 Excerpt consisting of:
(1) employees' general rules of conduct; (2) the violation level for each rule; and (3) the range of disciplinary actions for each violation level. The PD-22 Excerpt is also placed in employee common-use areas.

Dispute Resolution is designed to provide a method of resolution of employment-related complaints between two individuals in a timely and informal manner. This process is available to employees and Wardens/Department Heads who want to resolve employment-related disputes, other than dismissal recommendations, through a structured process that is designed to facilitate communications between employees.
Dispute Resolution can be a voluntary or an involuntary process. A Warden/Department Head may direct the disputing employees to participate in this process to resolve a work-related issue. To request or obtain more information relating to Dispute Resolution, call (936) 437-4240.
Employees may submit a grievance about any employment-related matter such as wages, hours, or working conditions.
Grievances must be submitted on the appropriate form and given to the Human Resources Representative at the unit or department of employment.

Independent Dismissal Mediation is an option for employees who have been recommended for dismissal, including new employees attending the Agency's Pre-Service Training Academy.
