Business Operations

Mission

The mission of Business Operations is to provide technical and administrative support for agency human resources functions, efficiently and effectively carry out the financial operations of the Human Resources Division and ensure compliance with federal and state laws.

Business Operations consists of seven functional areas:

Contracts

The Contracts mission is to have highly trained professional staff approve, record, and process purchases of goods and services for the agency. Our purpose is to acquire the right goods and services, at the right time, at the right price, consistent with law, regulations, internal policy, and sound business judgment.

Records & Litigation

The Public Information Act (PIA) provides a mechanism for citizens to inspect or copy government records. In Open Records we ensure compliance with the agency policies and procedures and state and federal laws and regulations for release of documents. Reviews and analyzes employee services data, prepares HR correspondence, reports, and other documents. Maintains HR automated systems, files and records. This department coordinates with the Office of General Counsel to assist with release of records for litigation or public information requests.

Recruitment Awards

The Executive Director’s Recruiting Award is awarded to current Texas Department of Criminal Justice (TDCJ) employees. The award includes a $100 gift card, and eight (8) hours of administrative leave. For the referring TDCJ employee to receive the recruiting award, the newly hired correctional officer, maintenance supervisor or equipment operator (truck driver) shall remain employed for at least six complete calendar months. The maximum number of recruiting awards an employee may receive per fiscal year is 10 gift cards, worth $1,000, and 80 hours of administrative leave. Administrative leave will expire one calendar year from the date it was issued. Referring TDCJ employees may choose from the following gift card options: Academy, Amazon, or Walmart. The value of the gift card is considered taxable income. The referring employee must be employed to receive the recruiting award, and the referral must be submitted the same day or before the online application is submitted. Budget & Purchasing

The mission of the Budget Department is to plan, formulate, analyze, and monitor expenditures of the agency by activity, function, and department through the provision of comprehensive budgeting, performance measure reporting, and specialized research and statistical activities.

Position Classifications

The Position Classifications area is responsible for the tracking, review, and processing of TDCJ career ladder promotion and retention raises for employees in applicable positions. This area ensures each employee meets the set eligibility criteria and ensures the proper implementation of such promotions and raises. Requests for Career Ladder Placement Reviews for Correctional Officers are also handled by this section. Upon completion of school requirements, military service, law enforcement experience, or correctional custody experience, Correctional Officers employed at the basic level may submit their applications for consideration as outlined in PD-72, “Employee Salary Administration”.

Tuition Reimbursement

The TDCJ is offering a tuition reimbursement program to full-time employees with the goal of improving job-related skills, work-related capabilities, and competency, as well as prepare employees for changes in job duties resulting from technological or procedural improvements. The amount of reimbursement for tuition expenses approved for an employee shall not exceed $5,000 per fiscal year.

Special Projects

Special Projects prepares and publishes the TDCJ’s monthly EEO reports that include divisional workforce profiles, correctional officer statistical reports, as well as other special reports and presentations. Additional responsibilities include maintaining the Human Resources Division webpages to include information regarding TDCJ benefits, salary schedules, correctional officer recruiting events, career opportunities, and providing technical assistance to human resources and other agency staff.
