Pennie Kempt Named Deputy Division Director of the Rehabilitation Programs Division
The Texas Department of Criminal Justice is pleased to announce the selection of Pennie Kempt as the deputy division director of the Rehabilitation Programs Division (RPD), effective October 1, 2021.
Pennie has over 26 years of experience with the Texas Department of Criminal Justice (TDCJ). Mrs. Kempt started her career as a clerk II in 1994. She began her career in security in 2001 and has promoted through the ranks of the Correctional Institutions Division (CID) and most recently served as the senior warden for the Mountain View/Hilltop Complex. Pennie holds an associate’s and bachelor’s degree in criminal justice from Wayland Baptist University, a master’s degree in public administration from Wayland Baptist University, and is currently pursuing a doctorate degree in strategic leadership from Liberty University with an expected graduation date of May 2023. Her vast experience and knowledge of the agency will benefit her greatly as she assumes this key leadership position within RPD.
